Volunteers of the Tzu Chi Foundation in the United States and Taiwan are urgently provide aid, material and spiritual, for the victims of Typhoon Harvey which caused devastation in the southwestern American state of Texas. The number four storm reached land on August 25 and has dumped more than 1,200 millimeters of rain, a record.

It has submerged large parts of Houston, the fourth largest city in the United States with a population of 2.3 million, and forced thousands to seek emergency shelter. Officials expect more than 450,000 people to seek federal aid. Moody’s Analytics estimated the cost of property damage and lost economic output at between US$45 billion and US$65 billion.

Huang Ji-en, chief executive of the foundation’s Texas branch, said: “I have lived in Houston for more than 30 years. I have never encountered rain like this.”

The residents of West Houston also faced more waters released from the Barker and Addicks reservoirs, fearing their collapse, and causing even more destruction. Tzu Chi volunteers in Rosenberg and Richmond have conducted assessment, and are preparing for disaster relief  distributions.
